Ghana’s Ministries reduced to 23 from 30, to Tackle the Economy and Key Challenges

President Mahama’s 2025 realignment creates new ministries focused on jobs, climate change, innovation, and youth development to address Ghana’s pressing challenges and drive progress.

With a daring move to re-imagine governance, President John Dramani Mahama has restructured Ghana’s ministries to tackle the nation’s most pressing challenges. Under the Civil Service (Ministries) Instrument, 2025, he has realigned the ministries aimed at creating jobs, addressing climate change, and driving innovation, ensuring government works better for the people. This has brought the number down to 23 from 30 ministries.

Among the most striking changes is the creation of the Ministry of Energy and Green Transition, positioning Ghana at the forefront of global efforts to combat climate change. The Ministry of Communication, Digital Technology and Innovations is another head-turner, tasked with driving the country’s digital transformation and fostering technological breakthroughs.

Recognizing the potential of Ghana’s youth, the new Ministry of Youth Development and Empowerment aims to tackle unemployment while nurturing the next generation of leaders. Meanwhile, the Ministry of Labour, Jobs and Employment underscores a renewed focus on creating meaningful opportunities for all Ghanaians.

The reshuffle also sees the government consolidating its priorities in sectors like agribusiness, trade, and tourism. The Ministry of Trade, Agribusiness and Industry is set to leverage Ghana’s agricultural potential, while the Ministry of Tourism, Culture and Creative Arts is poised to transform cultural assets into economic gold.

Core ministries like Finance, Health, and Education remain unchanged, ensuring stability in these critical areas. However, the 2021 ministerial framework has been officially scrapped, making way for this leaner, more targeted structure.
